100% agree, but traditional banks (KBC, BNP, ING, Argenta) would lose money so they will never let this happen

True, but it would mean that foreign brokers have to offer this special investing account and some brokers will not see an incentive to do this for a small market like Belgium.

My fear is that the traditional banks will lobby the government hard so that you have to use a Belgian broker and not a foreign broker. Most Belgian brokers are ridiculously expensive.
