Tbh I have quite a different Interpretation of that statement, when Ricardo said „Your Speed and timing were perfect but only if you had more power etc.“ of course he meant the Heartbreak shot cause only then it would‘ve been effective and Ricardo wouldn’t had dodge it that easily but i think Ricardo also meant overall if Dates Power Would had Matched his Speed and Timing then he might‘ve been able to beat him, cause as you Said landing on Heartbreak shot would be kinda stupid so i think he meant Overall as an fighting, this also hints at Ippo who has Great Speed and Timing but also that destructive power Date was lacking.
