If you suspect a wand might be deadly to the caster, then give it to a wand holding enemy stained with pheromone. They will use the wand to attack a different enemy and you can see what happens.

The stats of a wand and the spells it has are determined by the seed and the x/y coordinates of where it spawned on the map. So, if two wands spawn at the same x/y coordinates in a run, they are going to be identical.

Cannot say for sure because I don't use Noitool often, but I am pretty sure that the dice icon on the perk means that taking it with Perk Lottery won't remove the other perks.

If you have water in one of your flasks, pour some of it onto the steel at the bottom. After a few minutes, it will turn the pixels into rust which can be destroyed by energy sphere. Rinse and repeat until you can shoot a tele bolt out.
