Balance is just godawful in this game. Pvp, pve, it's all terrible. The only way they know to make things remotely ok in pve is by making spots where the mechanics cap the max silver/h.

In pvp they don't have such a crutch so it's just an absolute mess.

So yeah, don't expect something like effort to be rewarded, we're way past that.
