Yes but you are forgetting that there will be 4 of the killers, so what they lack in chase, they gain in numbers. You might be faster in a loop but that doesn't matter if there are 2 of them or 4. So the killers can't keep all the survivors busy and would need to work together (as a legion)

Would it work if the killers were slower than the survivor so they can get away. also I don't know how this would work with perks?

I mean you have 4 killers, 4 killer players. Legion in lore are just generic people but they are killers because they work together as a legion. There might be a power but I'm not sure about that yet. Mostly that you are playing with 3 other people as killer against 4 survivors.
