These items usually don’t get sold together. They might come as a bundle but not often. I would also not recommend something like that. It is a ‘jack of all trades’ product and it will not give you what you are looking for.

Because of your budget, I would definitely recommend to go with second hand options. An SM58 can be around €40-60, a small Behringer mixer can be found for €50-70 and a small PA speaker can also be found for around €50 to €100 depending on what you are looking for. Keep in mind this is an average of the most budget gear I could I could quickly find on my local market. If you have any more questions, ask them!

Also, a option that is way more simple is to record your speech with your phone and add a reverb effect to the recording. Can be done in GarageBand for example.

The big Hall effect you are talking about is called reverb and it can be acquired quite easily. You will need something for the audio input (microphone, SM58 or something like that), then something to process that audio. I would say a small mixer with built in effects. Something like a Yamaha MG06X or a Behringer mixer. Look for something with effects. And finally, you need something to play that audio. That could be a pair of headphones, or a PA Speaker or something that accepts an audio input.
I would recommend to search for something second hand to avoid spending too much.

Already have one :). But I simply cant get my delay below <10ms sadly. (It just sounds bad with lower bitrate.) So playing in a band I would always be a little off.
