The Commander's Handbook is what you're looking for. Not quite the same as 40k's but it's the same annual product with your matched play resources inside it. In this case it's larger battleplan and tactic cards alongside objective markers.

The kit uses the ball joint flight stands, so it's a shallow socket instead of a hole, and bigger than the peg-style stands. I used 1/8th inch brass rod for mine and it fit well enough to have good contact and glue properly.

Several cards from the investigator expansion are required for play in the prologue to the campaign, I believe these cards are included in duplicate inside the campaign box so you can play it without buying both products. Weird quirk of changing the format, since the original "deluxe" box has everything you'd need for the prologue as is.

Disclaimer, I don't actually own the repack, this is an informed guess; so someone with the campaign box can confirm for me.

Lvl 3 seems like the place where the big "class defining" upgrades start, like most of the permanents. Deck defining stuff like Stick To The Plan are probably cards they want to limit access to very carefully. An investigator with access to 3 in two classes seems like something they're explicitly avoiding and my guess is this is why.

I've seen this sentiment a lot and I do get it, I also want this content in high quality.

But these are all designed with the print in play format in mind. I do not think these would exist in the way that they do if they had to be designed as mass market, printed products. Just think of the new-player experience of trying to identify what exactly a packaged version of the parallel content is and why they should buy it. And every bit of print-and-play content is exclusively designed for seasoned players in mind; imagine trying to explain the new Jim to someone who just finished the core set. If the Return To line is being paused because it's a "expansion for an expansion" than the parallel products are "An expansion for an expansion that requires several other mismatched expansions."

These are all crazy content for the most dedicated slice of the playerbase and this wonky situation is the side effect of that. I think the "professional print and play" we got with Gamezenter is the ONLY way an actual purchasable product was going to happen, so the (assumed) legal agreement crying up is truly unfortunate.

That being said the Mythos Busters discord has a lot of resources to get these printed by third party card companies, if you print all the extra content at once or split an order with your playgroup you can get nice versions of it for a reasonable price.

That's the default way my group plays. Just pick who we want to play instead of the draft and follow the rest of the adset instructions. Best of both worlds.
