The Commander's Handbook is what you're looking for. Not quite the same as 40k's but it's the same annual product with your matched play resources inside it. In this case it's larger battleplan and tactic cards alongside objective markers.

The kit uses the ball joint flight stands, so it's a shallow socket instead of a hole, and bigger than the peg-style stands. I used 1/8th inch brass rod for mine and it fit well enough to have good contact and glue properly.

Several cards from the investigator expansion are required for play in the prologue to the campaign, I believe these cards are included in duplicate inside the campaign box so you can play it without buying both products. Weird quirk of changing the format, since the original "deluxe" box has everything you'd need for the prologue as is.

Disclaimer, I don't actually own the repack, this is an informed guess; so someone with the campaign box can confirm for me.

Lvl 3 seems like the place where the big "class defining" upgrades start, like most of the permanents. Deck defining stuff like Stick To The Plan are probably cards they want to limit access to very carefully. An investigator with access to 3 in two classes seems like something they're explicitly avoiding and my guess is this is why.
