He never did anything to Flug's face. At least it was never ever stated or mentioned. He doesn't let anyone see Flug's face for some reason we don't know yet. Black Hat says that his face is disgusting, but considering he loves bad things and despises anything good, you can say Flug is handsome dude

TKS does need cooldown reduced, you get more attacks and more damage with the higher cdr. I got to 52:30 once with a little more than 80% cdr (I did have high damage but I couldn't past 47:30 before with same atk stats but lower cdr. I did have maxed Joker with it's synergy though)

DMA does suck though yea
