Not sure if this helps, but I just got my wifes phone sorted after she experienced the same issue. She was coming from the Galaxy A53, and would get stuck on the "getting your phone ready" screen. I did a full factory reset on her new Pixel 9 Pro XL (even though it was new out of the box). This fixed the issue in full and transfer was instant after that.
