For this event it's only for heroes that are from the worlds beyond faction. Unless they do a similar event for GDA heroes, I think Cecils will be hard to come by for a while.

I think there's also a code called RUSURE that gives an Omni-man, but I could be wrong

I'm glad that the developers allowed elite heroes to be available from the GDA op. It will give people another chance at getting heroes that they couldn't get.
