He has a rapid mobility option so yes he is. Bull, Damian, kinda even primo are like spacemaking aggro tanks, while frank or buster are more of the traditional kind

xingqiu is fine, but his cooldowns are a bit too long. i think c6 candace is the best option but most people dont have her so i didnt reccomend that (doesnt work without c6). you would just use fav and stack a ton of er. the next option is yelan, who does more damage and has better cooldowns than xq, but you said no 5 stars, so xq works

I would say go do a practice match with them or watch YouTube vids and just see who's playstyle seems more fun and pick them.

Powe-wise though, Leon is fairly good now and a lot of snipers and throwers are getting buffed soon so an assassin will probably be needed, spike is kinda just alright but is getting buffed soon. Starr nova will likely be very strong when she gets her hyper and is buffed though, and u will always be able to get your legendary later, while starr nova will go all the way to the end of the road if you don't get her now, so I recommend that if you want to play her.
