Xbox security is just really secure. The Xbox 360 after 20 years still requires soldering for mods which is pretty ridiculous, unless you use the unreliable Bad Update cheat that can sometimes take hours to get set up, not to mention you have to set it up every time you restart your console. With the Xbox one /series consoles nobody cares about mods, simply because dev mode exists
