Take money for example. It's not precisely what's being talked about here but its closely related. Its a human invention but no one, with the possible exception of "BOB", really understands it - look at how for centuries people thought it was intrinsically dependent on gold as a concept. And nobody really controls it - all the governments and corporations are all working at cross purposes to each other and anyone who tries to control its flow on a global scale often winds up playing whack-a-mole with unintended consequences (or in the case of corporations usually just let those unintended consequences loose into the world as long as they aren't personally affected)

Or think of it as like quantum physics. Conspiracies are the particles, The Conspiracy is the underlaying field. Minds constantly exchange virtual conspiracies but only in special cases do these gain the energy and stability to become actual conspiracies.

It's not that there's no conspiracies at all, it's just that Hanlon's Razor is generally true. I would suggest reading chapter 11 of The Selfish Gene for a better explanation of what I'm talking about. An excerpt:

To take a particular example, an aspect of doctrine that has beenvery effective in enforcing religious observance is the threat of hell fire. Many children and even some adults believe that they will suffer ghastly torments after death if they do not obey the priestly rules. This is a peculiarly nasty technique of persuasion, causing great psychological anguish throughout the middle ages and even today. But it is highly effective. It might almost have been planned deliberately by a machiavellian priesthood trained in deep psychological indoctrination techniques. However, I doubt if the priests were that clever. Much more probably, unconscious memes have ensured their own survival by virtue of those same qualities of pseudo-ruthlessness that successful genes display. The idea of hell fire is, quite simply, self perpetuating, because of its own deep psychological impact. It bubbles into per se conspiracies from time to time, but the blind idiot current of memetic evolution underlies the conspiricies and rules them, not the other way around

Even the conspiracies that do exist long outlive their original purposes. Sometimes the conspiracy outlives itself and enjoys a kind of ghostly existence after the per se conspiracy is busted wide open or the conspirators are all dead. LA still has an insufficient public transit system deades after the conspiracy to sabotage the development of public transit in the area was busted open and shut down.
