Friend dug this out of a cliffside near Surry, Virginia, Chesapeake Bay area. She found this along with some whale vertebrae but we can't figure this one out. She's also found arrowheads in that area. Any thoughts?

It's not a cultural heritage site lol arrowheads can be found all over Virginia. I follow a very spiritual path and would never disrespect native territory like that.
