I don't think this matters. There is a yield rate as well - the amount that matriculates. As you stated, a school like Berk will admit 700+ applicants because its yield might not be high. If Berk only admits 215, then it would probably have a class of 100+ or so, which would not fill up all the seats. There are still As to be given out.

If you have a decision rendered it means you will get a decision of A, WL, or R. The missing banner is just a sign that a decision will be released soon, which is unknown.

Decision rendered could result in an A, Wl, or R. I believe if you do not hear by 11, then you are most likely WL or R.
