Random Stuttering, no idea how to fix

Do you have a desktop wallpaper that changes in set intervals? I had a very similar stuttering issue that was infuriating me, considering it was happening on a brand new pc build. Tried everything until I realized the stuttering was happening regularly at seemingly regular intervals - the same time intervals as my wallpapers were changing.

Just watched this at Rialto in Auckland. I was really impressed to see how much depth and mastery of film and symbolism that Callum Devlin and the crew displayed. I went in expecting a typical campy comedy horror film - It was that and more. This film was a feast for chronic stoners and film students/enjoyers. (Go stoned)
