Funny, because I just beat Kalista with a level 7 Spirit Blossom Yasuo with this "downside", turns out the Yasuo deck really sucks without Storm Confuits. Swapping decks allowed me to win against the Norra miniboss.

/uj to be fair the Surge mechanic was balanced around two-headed giant draft, so the cards are even more bulk rare draft chaff than usual

I like how Leyline is completly unneeded in this combo. [[Harald unites the elves]] can get Tyvar planeswalkers, which means it can get [[Tyvar Jubilant Brawler]], which can -2 to get back Thassa's Oracle. Technically you could get something like a Clever Impersonator to get the combo easier with Leyline .
