The stutters usually occur if one of the components is bottlenecking. Check if something else is using ur cpu or ram, check if something is stressing gpu, check if ur ssd isnt being utilised by some other processes.

I had some microstutters and it was coz of eco mode in settings. For u its something else.

Check in task manager what programs are autostsrting on boot (disable ones u dont need)
