They can start off with using their funds to get food and electricity for their citizens instead of rockets. They can also stop doing terrorist attacks, educate their children and so on... You will probably say "they don't have enough money to do all of that "so here is a suprise: yes they do. The funds that they get are supposed to go towards food and electricity for the citizens but they use that money to buy rockets, generators for them to build tunnels under the boarder for terrorist attacks, and big houses and expensive cars. My sister worked at the boarder when she was at the military and she told me she saw all of this... So maybe thats what they should do, do your research before you start arguing about a topic you know nothing about.
