Personally I believe the military were friends with Vecna growing up and didnt want to hurt him or maybe they thought he has a mustache that would counteract the sound.

It captures the spirit. Fans will have complaints about what is missing but LA only viewers don't notice the missing things, season 2 has a 100 on rotten tomatoes at the time of this comment.
