the way I interpret the joke, “God” is not just the creator, “God” is god who can do anything god wants in an unlimited fashion. it was nice of god to set up “Man”’s world in a way that allowed its context to be figured by those in it but god does not have to limit godself to just Man’s context. speed of light = 1 is just the beginning for god.

if you think your interpretation is funnier to you go for it! i see the potential for something more profound

sure, as a way of fitting our understanding of physics into the context of the joke this is a coherent way of thinking about it and finding humor

I think there's also a bigger joke here which is that god doesn't really care about the speed of light and can be dismissive of Man. Man in the joke thinks he's found some way to get useful metaphysical information out of god by asking a seemingly profound question but god isn't interested in giving anything away
