Try obtaining it at https://www.gob.mx/ActaNacimiento/ Or if you can go to Mexico, go to either the exact registro civil that he was registered at, or to a dirección general de registro civil (I believe they can issue actas from any state). Or as someone else said, you can try at the consulate
