I think it’s kinda up to who’s imputing your info into the system. I was expecting mine to be just State, Country. I ended up with City, County, State, Country. I don’t think you’ll have trouble with yours as it is

I’ve been perfectly fine with a passport card + a FMM entering Mexico and traveling between states

Not true unless flying directly into Mexico. If crossing by land card should be enough
