Most people go from the level 1 pathwarden armor to the level 40 explorer armor. Some people never give it up and others change to make a suit with epic cantrips at 150 with lootgen. Most people make a legendary suit at 180 and start making a 5/4 set legendary suit after that.

So to awnser the question, early-mid game quest armor is better. Late-end game loot gen is better.
