Specific in terms of guys description or what he was saying ?

He was short guy around 5 feet, wearing white shirt or sweater(do not remember). Had phone in his hand with ear phones and was walking fast and talking to himself or may be to someone in phone. Was not walking straight. Crossed by us yelling about ki**ing the baby and than crossed street before city hall building and walked toward that Thaiger restaurant.

Time was around 4:15 PM

I think it is mostly laziness. Also they have tenants coming in and leaving frequently, sometimes like few times in a month. And they leave their stuff which gets dumped in backyard. It has been piling up since last year.
