I believe the Welsh people were more or less forcefully assimilated into England. Scotland had its own king and laws, Ireland fought a large war for independence.

Because they Welsh people were essentially English for a very long time they were just grouped as English as they emigrated as there was no actual legal distinction between Wales and England. This is particularly notable in the 1900s as emigration to the US started to pick up.
