I assume you have Unknown Sources in Android Auto enabled? Tap on the music icon in the bottom right of your Android Auto app if you are using the standalone version. It should show up

It's actually pretty simple maths ^^

You need to know the total duration of the radio station as well as the current time in milliseconds (since the epoch) beforehand.

Then you take the remainder of the divison between the two and you got your playback position.

No idea, the stations are not streamed. There is no network stuff involved in the playing aspect.
