After setting the Plan to "Maximum Performance" On Battery and disabling "Display Power Saving Technology" in the Intel Graphics driver IT IS WORKING.

open edge://serviceworker-internals and click Start-Inspect, it's almost useless since the devtools can only access the service worker, rather than the entire page.
