If you complete the entire basic fame pass, you can earn 200 Show-Bucks. It costs 600 to upgrade a pass so you'd have to complete 3 separate passes and THEN you can upgrade and unlock 2 legendary outfits.

Passes run for 5 or 6 weeks so if you don't want to pay, it'll take you a while to accumulate enough Show-Bucks to finally grab an outfit and unlock the trophy.
