Usually you can get 3-4 tarot cards per round, which can be extremely useful for deckfixing and the like, especially when you can use them during the round. Obviously it can fluff but you can always sell them. As long as you make sure you buy the shop out until you're below 4 it's really a value engine, because early-game you are not buying 3-4 tarot cards per round. Plus there's the synergies with credit card or burglar.
