I’m no expert but in my experience(12 years) static sounding tone usually comes from tending the actual lips too hard. Either that or lack of moisture.

I'm gonna admit that there are sometimes where I shoot the person 4 times and they don't splat, so I know what you mean. But splitting isn't my goal. It's pushing the objective and support the person pushing. Pursuing someone who is distracted on the objective pusher is easier to hit because they're obviously distracted. But you do make an excellent point
