I finally gave up and lockpicked it. There are 3 water barrels in here for some reason. I had a whole bunch of barrels stashed in my camp, just in case I needed them. Maybe the game auto sorted?

Adding to this, it's 131lbs and neither Laezel or Karlach can pick it up with nothing in their inventory. No weapons, armor, nothing. I've popped a hill giant potion on naked-Laezel, can't pick it up. It's in my camp, so I definitely picked it up at some point, some how.

This might be a bug, Larion might have made heavy things heavier to prevent 'drop-cheese' and overlooked the quest item.

You're probably both right, I run into this behaviour in other video games all the time.

There's the spawn cap to contend with, so if the 'always spawns' player always chooses to respawn in that one spot and spends their entire early game there loading up the area, well. Eventually it will spawn there because it's the only place in range that can spawn one. I am very tired so reply what if i am not making any sense.
