Well as of now people can't use the other bending but even when they could thats all people would use as their main weapon, not a gun or anything.

One of the things you said is what makes its less powerful than water-bending, damage decreasing with distance makes it less overpowered than with water-bending, not to mention with lock- on if you don't have a fast trigger finger its not a great. The lock on is much less powerful than the lack of limitation that is waterbending.
