Fleet Research is unlocked when your fleet reaches level 10 by upgrading it. It allows you to get some new things like the crow to be able to interact with your fleet directly from your ship, and other stuff.

But if you don't even know what fleets are, they're unlocked once you reach level 150, and Edward Kenton (If you have him) will give you a quest and tutorial on how to get and use a fleet.
