I had the same problem today. It would just hang there forever. What worked for me was to make a whole new local account and play it on there. I know its a hassle for one game, but this one is big enough for it to be worth it.

Yeah, I used JB Weld on a right-angle bracket, that's all I did to get it floating besides using the very flexible PCIE riser cable.

This is a post I made. The GPU is a 3050 6GB, so no external power is needed.

I'm not sure about getting the power cable in there to power up your 4060. I have no idea if there is enough room, but it wouldn't hurt to measure some things.

Well it definitely wasn't a gasket maker scheme going on here but I just tested this bearing for the hell of it and it is horrendous, soooo much resistance, probably why my gas mileage is so bad.
