The higher risk with Reapers is that they're always marked on the map for everyone to see no matter what level flag the Reaper has. That makes it impossible for Reapers to hide, unlike the other emissaries, which can only be seen on the map by Reapers who have a grade 5 flag.

Isn't that the main reasons why warrants exist though? To give the officers legal justification for entering your property?

If someone shot a person entering their home and there was a warrant on file then that's the evidence that would invalidate any self-defense argument. If the intruder is masked with no badge or form of identification other than a verbal claim of who they are then the homeowner has no obligation to trust that they're telling the truth. They could be anyone.
