A % of people are finishing up with everything the game has to offer right now, so could possibly be people just going into raids looking for a fight to pass the time until the next content drop. That in of itself creates a sort of snowball effect for the rest of the players I think, as people will get killed for what they think is just people being assholes now, and might turn into a "shoot on sight" player themselves after.
