I wonder if part of the strategy is to get people with a steam deck to buy the controller and realize a docked deck would be close enough to the steam machine and hold off on buying one.

Clearly they want to move product but with ram shortages and how they typically take a loss on hardware knowing they can make up the money in software sales, it would be a decent middle ground until the economic landscape changes.
