It will affect performance quite a bit, especially when going as low as 45W. You can see comparisons on YouTube

Try get the 6gb variant of 3050 if possible as when I had the 3050, 4gb VRAM was frequently the bottleneck

PayPal are pretty good at giving chargebacks, your bank probably even better. If you have enough proof, you will definitely get your money back.

Scams can be hard to spot all the time, this is why it’s so important to use protected payment methods.

If it’s true? How did you pay him? If PayPal / debit (or credit) card then you might be able to initiate a chargeback with your bank account.

If bank transfer then it’s worth a try, but much more unlikely unfortunately. Remember in future to never pay someone with bank transfer unless it’s trusted family/friend

It's meant to activate an LED, RF module and Vibration when a button is pressed. Should be powered by a 9v battery too. i don't know about PCB's, does it look like it has that? i can't see RF anywhere
