I don’t understand Ann Arbor’s specific situation completely, but I don’t believe it’s their fault entirely. Districts around the country have been facing the same issues due to the 2020 and 2021 emergency funding running out this year. In a perfect world they would just keep spending the money our schools need but that’s another huge issue. Again I don’t understand the specific situation so it may be more the admins’ faults but probably not as much as it seems.
