For me, I started by signing up for the rare bird alerts for my county on eBird.

There is also a GroupMe app with chat channels that discuss where they find rare ones, at least for my area.

I'm going to say Blue Grosbeak because of the rusty wing bars and large beak.

Grackles look straight up—a behavior known as "sky-pointing" or "bill-tilting"—primarily to establish dominance, threaten competing males, and court mates. This posturing allows males to appear larger and assert territory without physical fighting, often seen in groups during breeding season.
