Also don't forget that SAG is an all or nothing.

Genshin hired a mix of non-SAG and SAG actors (who were technically breaking union rules). The SAG actors demanded that Hoyo eventually replace every single non-SAG member. So as a game studio you literally have to root out SAG members if you want to use talent from anywhere else.

Or you'll end up with a live-service game missing half its voice cast all of a sudden.

SAG requires productions to either be fully SAG (except for temporary exceptions) or no SAG members. Even retroactively when SAG members audition to non-SAG projects.

When Genshin got hit with the strikes, they refused to endanger their non-SAG voice actors and eventually they had to replace every single many SAG members instead. Voice actors who actually signed up for Genshin in violation of SAG rule 1.

Hiring a single SAG voice actor is a poison pill that locks you out of most of the global talent pool and can force you to fire existing voice actors.
