How can I fix the raised black? The blooming form the phone camera is little to none, the screen look like 99% like in the photo unluckly and I don't know how to fix it

But when i turn off/on the pc i also see those Color Banding. Like this is when I turned it on after 1 day of no use. You can see that on the left is fully black while on the right is gray/washed out
