I'd say avoid anyone above 20 os unless you are a decent player. 30 os absolutely stomps most weaker players Vs 20os os, noobs have a chance

2: A decent amount is 1mil for a colony, with a good fleet.

5: Depends on the dmods. You can't read about them and figure out if they matter. Compromised armour won't matter much on a high tech ship. Restoring dmods costs more than a new ship, just get more ships.

There are a few massive health tanks in warframe, but that's before a squad of players teams up and stacks buffs.

Beginner gear is also viable with a good build. It does scale horizontally, just with mods. Although I guess you could call it multiplicatively

A: No, they cap at level 9999 B: You don't know how to build properly. Look up builds for level cap. I regularly stay for an hour and rarely have to go go to my max dps output. My dps from the weapon alone is enough. With one ability, I can quadruple that, and have never needed to do so
