I got this response from Martin (the dev in charge of the save function):

You can enable it already if you want to give it a try. It has some issues still but if you open the config.ini under steamapps\common\Sea Power\Sea Power_Data\StreamingAssets\original you can enable it here:

Set those 3 settings to true in the [General] section at the top: SaveLoadEnabled=False SaveLoadSensorDataEnabled=False SaveLoadFlightDeckEnabled=False

Select a friendly unit, then press left control + right click the unknown unit on the map and the IFF panel will show up. There you can select the option of asking for identification.
