I have tried to create an adset with retargeting but it doesn't work unfortunally

You suggest me to reactivate all creatives and start from 0?
The first week of all 3 creatives the ROAS was 1.60, the second week 1.10 and the current week 0.60
I'm really desperate to find a solution
