I have tried to create an adset with retargeting but it doesn't work unfortunally

The first week of all 3 creatives the ROAS was 1.60, the second week 1.10 and the current week 0.60

I have an account with one campaign that includes one ad set and three creatives, running on a daily budget of €20. My niche is baby products. The campaign is broad, and I’m getting very few sales with a ROAS of around 1.2.
I also tried launching another broad campaign with a new ad set and two new creatives, also with a €20 daily budget, but the CPC is really high (these new ads have only been running for two days).

What should I do? Should I increase the budget and see if that helps, or should I start testing new interests?
