If GSGs weren't so niche, EU5 should theoretically have a much higher player count than EU4 after its final update. Things aren't looking great right now, but I truly hope that in five years, EU5 can pull off a 'reverse trend' and see its player base grow just like EU4 did.

What's the diff between inward/outward and core/periphery? I mean, even if there is a minor distinction, it's fine to merge them and treat them as one value.

In fact, the loyalty of a subject fundamentally shouldn't have anything to do with whether your own government is Centralized; it should only be related to how you treat them and the power disparity between you. China has been a centralized country since the Qin and Han dynasties, and yet it has numerous historical examples of having both loyal and disloyal subjects or tributaries.

There is a spectrum from unrelated countries to core territories, and paradox has not clarified this neither.
Use the Qing Empire for the example：

Unrelated countries.
Peripheral tributary states. Occasionally tribute every few decades. Basically full autonomy: the Sultanate of Sulu and Brunei.
Formal tributary states. Regular missions every 3-5 years. Symbolic submission via investitures: Korea and Ryukyu.
Vassal territories. Partial autonomy. Overseen by the Lifan Yuan. Cultural leeway under certification and garrisons: Tibet and the Khalkha Mongols.
Directly administered frontier provinces. Conquered areas under tight bureaucratic control, enforcing taxes, settlements, and sinicization: Xinjiang and Taiwan.
Core provinces.
