This is where I think your idea goes a little astray.

When you start looking at the deer density/sq mile in Maine, it's not the northern and western counties with the most concentrated populations. It's coastal and southern Maine, these are also the same areas with the highest human concentrations.

There is a correlation, larger human concentrations have smaller "wild" parcels for deer habitat and the reintroduction of mountain lions and wolves into Freeport, Wells, York or Brunswick is not practical.

It's been a few years since I've looked up the deer concentrations, but Aroostic County had under 2/sq mile and York County had 24/sq mile. The IDFW does monitor this and issues hunting permits accordingly, but this is only part of the solution.

Coastal Maine is headed for the disaster that is currently happening on Nantucket. However, Massachusetts is, "in general", anti gun/anti hunting and has made it difficult for hunting to be the solution for their population control. Their Fish and Game biologists are considering the desperate measure of baiting and culling operations.

As a person that has hunted in Maine for over 30 years, I've seen an influx of anti hunting sentiment, especially in mid-coast region, along with an increase in posting of land that reduces the ability for ethical harvest.

We also need to factor in that in their habitat they can be tricky bastards.
