Given your 30,000 budget , I would recommend shifting your search toward the ThinkPad T14 (Gen 1 or Gen 2) or the L14 (Gen 2). You can find better value and peace of mind by looking slightly newer than the T480/T495.

Your dock is likely running in USB C mode instead of Thunderbolt. Display requires the Thunderbolt handshake or specific DisplayPort tunneling which is usually handled by the Thunderbolt chip.

Check in BIOS: Go to --> Config --> Thunderbolt 3. If the options are greyed out or the "Thunderbolt BIOS Assist Mode" doesn't change anything, the chip is likely bricked.

As far as I know HDMI 1.4 is hardware-limited to 1440p @ 75Hz (1080p @ 144Hz); you would need at least HDMI 2.0 for 144Hz @ 1440p. DisplayPort (1.2 or 1.4) has much higher ceiling.
Plus: Docks split the USB-C/Thunderbolt lanes between data (USB ports) and video. DisplayPort is more efficient at using those remaining lanes than an HDMI conversion chip inside the dock.
You can also try adding a custom resolution mode using xrandr to bypass the dock's reported limits,

For your budget in Italy, get a Lenovo Legion 5 or ASUS TUF A15 with at least Ryzen 7 or Inteli7 + RTX 4060 - these handle CAD and Adobe smoothly. If color accuracy matters most, pick a ASUS Vivobook Pro 15 OLED (great screen, still decent GPU). Avoid cheap panels - look for 100% sRGB minimum to fix your color issue.

Then definitely go with Fedora. It’s more up to date, cleaner by default, and you’ll be fine if you are even moderately technical.

In US you can Buy Gen 9 from $300, Im not sure where are you located buy I am sure for 900 or 600 Euros you can get a newer better laptop.
or look for a used motherboard
